The Pakistan Civil Aviation Authority (PCAA) has informed the Supreme Court of Pakistan that dozens of pilots with ‘suspicious’ licenses have allegedly resorted to ‘unauthorized’ and ‘unauthentic’ methods to the computerized system of Civil Aviation Authority examinations. Was accessed from
The Supreme Court had taken suo motu notice in the case of questionable pilot licenses in Pakistan, in response to which the CAA has submitted this reply to the Supreme Court on July 10.
In a written reply submitted to the Supreme Court of Pakistan, the Civil Aviation Authority has clarified that the matter is also about alleged interference in the civil aviation examination system.
The written response, available to the BBC, states that pilots with “suspicious” licenses allegedly gained access to the CAA’s examination system through a different IP address and How different ‘usernames’ and ‘passwords’ were created and used to access the exam system.
The written reply states that there are five main charges against 262 suspected licensed pilots:
- The pilots did not hand out the leaflets on the day they were due
- The pilots did not hand over the leaflets at the time they were scheduled to be delivered
- The Civil Aviation server was accessed from a different IP address
- The civil aviation system was accessed through various ‘usernames’ and ‘passwords’ of which they were not authorized.
- The pilots’ logbooks show that they were also flying on the day they handed over the leaflets.
A senior Pakistan International Airlines official, speaking on condition of anonymity, said in a written reply to the Supreme Court that “in fact, Civil Aviation has admitted that its computerized examination system was so weak.” That anyone could easily interfere.
The CAA says it now wants to create a system linked to an automated biometric identification system through NADRA that will reduce the chances of interfering with the computerized system of examinations in the future.
The Supreme Court has been informed that the Civil Aviation Authority has taken steps in 2018 and 2019 to help improve the security of its system.
These measures include ‘IP network segregation’, which separates the personal licensing system from the civil aviation campus area network to allow any kind of unauthorized interference in the examinations and licensing system.
Prevented and now only a few such computers have access to the examination application server located in the hall of the Civil Aviation Examination Center.
According to the CAA, a security firewall has been installed on the ‘Operating System of Servers’ under which only those who have the required permissions will now be able to access the test server and all other connections will be blocked. Or they will be confirmed.
The written reply said that under the new measures, all the application servers will be closed after the official working hours of the offices, and access to them will not be possible and examinations are being conducted only during office hours.

Pilots Position On The Day Of The Flight
A representative of the Pakistan Airline Pilots Association claims that “the ignorance of the basic unit like Pakistan Standard Time and Greenwich Mean Time (GMT) is evident in this whole affair.”
“The makers of these lists have confused the standard time in Pakistan and the standard time in the world of aviation, the Coordinated Universal Time, also known as UTC.”
“The exams are in line with Pakistan’s standard time and some pilots have been challenged on how they can fly to another time zone by handing out papers according to the time in one-time zone,” he added.
On the other hand, one pilot, speaking on condition of anonymity, said, “I have an objection to the three leaflets and if the flight operation of PIA had been discussed before the objection, the matter would have been understood.
His intentions were not right, so he has done so many stupid things that make his system suspicious.
He said that you have to do the papers given in the field of aviation according to your time and convenience as according to him, airlines usually do not provide you time or opportunity to give papers.
“It has happened so many times that the pilots handed out leaflets in the morning and flew in the evening. Many pilots would get ready, check out from the hotel and arrive at the airport, hand over the form, and then take the flight away.
It is incomprehensible to accuse him of operating a flight on the day of the pamphlet and to declare him suspicious on that basis.
He said that on the 14th of a month, he handed over a paper in Karachi. After completing the paper in two hours, he graduated, and four hours later he flew from Karachi to Islamabad. From there he took a flight to Lahore and took a night flight from Lahore to Karachi and returned to Karachi.
According to him, seven hours after arriving in Karachi on the 15th, he handed over his second leaflet and went home.
The next day, on the 16th, he completed his third paper in two hours and 42 minutes. Four hours later, he took a flight from Karachi to Islamabad and took the next flight from Islamabad to Karachi in the evening. ۔
“I prepared the pamphlets and made my flight schedule so that I could apply for the pamphlets and then go on the flights,” he said.
“How does this prove that I did not give the pamphlets?” He asked. Didn’t anyone check the CCTV? ‘
Talking on the condition of anonymity, some pilots said that they were convicted before giving show cause notice and without hearing their position and this was mentioned by the CAA in the Supreme Court. The answer is obvious.
Civil aviation officials, on the other hand, have admitted that the Board of Investigation set up by the Aviation Division did not challenge the 262 pilots during the forensic audit based on the evidence. But it is in the suspension orders that these pilots are now being given the right to appeal.
On Monday, PIA Chief Pilot North Imran Sohail wrote to the pilots that the Chief of Flight Operations PIA has prepared a detailed presentation for the head of the airline.
“If you have any documentary evidence that could help civil aviation restore your license, provide it,” Imran Sohail wrote.
In a written reply, the apex court was told that the age requirement for a commercial pilot license is 18 years, education should be a higher secondary school, FA, FSC, or equivalent.
Must be accompanied by Student Pilot License SPL or Private Pilot License PPL. With which two hundred flight hours and three hours skill tests are mandatory.
The age requirement for obtaining an Air Transport Pilot License is 21 years. Education Higher Secondary School, FA, FSC, or equivalent.
Must be accompanied by Private Pilot License PPL or Commercial Pilot License CPL. With which 1500 flight hours and four hours of skill tests are required.
The eight papers that pilots have to pass to pass these exams include Aircraft General Knowledge or aircraft information and flight principles, Air Law, Air Traffic Control Procedures and Operational Procedures, Meteorology and Flight Planning, Performances.
Human Performance and Behavior, Mass and Balance and General Navigation, Radio Navigation and Instrumentation, Instrument Procedures, VFR (Visual Flight Rules) and IFR (Instrument Flight Rules Communication).
